Dear Professor Klaus Schwab , chairman of the World Economic Forum ,
Distinguished Leadership and Gentlemen ,
I was so excited to attend the World Economic Forum on East Asia in Manila 23rd . This event represents the interest of the international business community prior reform efforts and the rapid growth of the Philippines in recent years .
On behalf of the Government and people of Vietnam , I would like to congratulate the Philippines . On this occasion , I would appreciate positive contributions of Professor Klaus Schwab, WEF and to promote the dynamic development of the region .
This conference takes place in the context of the Asia - Pacific region is the fastest-growing and dynamic world . However, we also found that the expression declining growth rate of the economy in some areas . One of the reasons is the motivation of the current growth model is no longer strong enough . So we need to create new incentives to regain momentum and sustainable growth . In my opinion , it is globalization and international integration should be more extensive . At the same time institutional innovation market economy with quality and higher requirements with implementation progress and social justice , better environmental protection , implementation of development goals and the Millennium faster performance more firmly .
Currently, countries in the region are taking advantage of the trend of cooperation and economic links active at many levels to move into the new impetus to sustainable development . For its part , Vietnam is a country that is politically stable social stability , macroeconomic stability and high growth , exports and foreign investment increased . Vietnam actively contributes to building ASEAN Community by 2015. Promote We are negotiating Economic Partnership Agreement Trans-Pacific ( TPP ) Agreement on Comprehensive Economic Partnership areas ( RCEP ) and the free Trade Agreement with the EU , South Korea , Customs Union ( Russia - Belarus - Kazakhstan ) ... I believe these are great opportunities for businesses to expand their operations overseas business started investment with Vietnam as well as with countries in the Asia - Pacific region .

There can be no development without peace and stability . Vietnam strives to contribute to peace , stability and optimism about the future of development cooperation in Asia - Pacific. However, looking at the panoramic picture area recently , I completely share the concerns of Professor Klaus Schwab in a speech today at the Forum WEF Davos and early 2014 's instability is increased. In fact , disputed territorial claims in the South China Sea and East China Sea are increasingly complex developments , seriously threaten peace , stability and security in the region .
Currently, over 3/4 of the volume of global merchandise trade is transported by sea and 2/3 of which go through the South China Sea . Instability or conflict here would disrupt the flow of goods and huge lines and multiple economies not only in the region but the whole world will suffer incalculable consequences , may even reverse process of world economic recovery .
I note the particularly serious situation going on in the South China Sea . From 05/01/2014 to now , China has used more than 130 vessels , including military ships and aircraft to protect the lower oil rig put in place more than 80 miles deep in the exclusive economic zone of Vietnam under the UN Convention on the Law of the Sea 1982. This is a particularly serious violation of international law and the Declaration on the Conduct of Parties in the East Sea ( DOC ) , which China is a signatory party . China's actions have been a direct threat to the peace , stability , security , safety and freedom of navigation and overflight in the South China Sea .
